Nació en la ciudad de Santo Domingo de Guzmán, el 17 de junio de 1866, del matrimonio de don Francisco Ortea y doña Emilia Mella, ambos oriundos de Puerto Plata. En 1879 emigró a Puerto Rico, donde residió por varios años en compañía de su padre, desterrado a aquella isla a raíz de los disturbios políticos a que Puerto Plata y otros pueblos del Cibao sirvieron entonces de principal escenario. Reveló, desde muy joven, su vocación literaria e hizo famoso en las publicaciones de lo época el nombre de su abuela paterna, Elena Kennedy, adoptado como seudónimo por la ilustre escritora.
En 1901, poco tiempo antes de su muerte, publicó, con prólogo de Américo Lugo, el libro de cuentos titulado "Risas y Lágrimas", obra admirable donde recogió, además de algunas producciones inéditas, las mejores páginas escritas por ella para la revista "Letras y Ciencias" y paro el periódico "El Listín Diario".
