Primero fue el a presidente Mejía en 2002, luego el presidente Fernández en 2010 y siguió el presidente Medina en 2015. Solo la enmienda impulsada por el presidente Abinader no se amparó en el interés del gobernante por retener el poder. Hizo lo contrario. Todo aparece con detalles en este libro.
